What does the Compliance Package solve?

The Presidential circular of 20 June 2025 requires public institutions' websites and mobile applications to meet WCAG 2.2 Level A accessibility criteria; audits run under Law No. 5378 on Persons with Disabilities. Most public websites are far from these criteria and don't know where to start.
