For municipalities · Compliant with Zoning Law No. 3194
The entire fight against illegal construction — field detection, stop-work reports, statutory deadline tracking, council decisions, administrative fines and the demolition process — on one digital platform. No case file is forgotten on a shelf, no legal deadline is missed.
Why this platform
A missed 30-day deadline, a missing service-of-notice record or a council decision sitting on a shelf creates both public loss and administrative liability. The system records every step of the process and counts the deadlines for you.
Legal process engine
The platform models the process defined in Articles 32 and 42 of Zoning Law No. 3194 one-to-one. Every case moves along this flow; its stage and remaining days are visible at all times.
The field team runs the inspection from a mobile device: location, photos, building details and the report are filed in one step. Construction is deemed halted on the spot.
The building is sealed; a copy of the report is posted on site and left with the neighbourhood head. The system records the service date — all statutory periods start counting from it automatically.
The period granted to the owner to apply for a permit or bring the building into compliance is tracked with a countdown on the case card. As the deadline nears, the responsible unit is notified.
TIME LEFT12 / 30 DAYSWhen the period ends, the case is ready for the council with a draft decision and all annexes. Once the decision is entered, two legal tracks start in parallel.
Fine and demolition do not wait for each other; the system tracks both flows separately with independent deadlines and statuses.
The fine is calculated automatically from building class and area, then tracked through notice, instalments and payment records all the way to collection.
The demolition decision, site survey, tender or in-house demolition, and recovery of costs from the owner are recorded step by step.
Every stage is archived audit-ready with its date, owner and attachments.
Modules
Each module grew out of a real need in the field; together they cover the entire surface of zoning enforcement.
Panel
District-wide case status, deadline alerts and workload distribution at a glance. Managers start the day meeting-ready.
Cases
Reports, decisions, photos, notes, messaging and activity history — a complete digital record of every building.
Cadastre
A map in sync with national cadastre (TKGM) parcel data: parcel queries, layer control, measurement tools, time-based imagery.
Field
A step-by-step guided mobile inspection flow: location check, photos, building details, report. Finished in the field, not queued at the office.
Art.42
Automatic, defensible fine calculation with current unit values by building class and group, including uplift multipliers.
Tasks
Case-linked task assignment, prioritisation and completion tracking. Who does what, by when — always clear.
Calendar
Statutory periods, council agendas and inspection plans on one calendar; critical dates surface before they slip.
Reports
Periodic activity, fine and demolition statistics; outputs ready for assembly and audit presentations.
Satellite
Compare satellite and aerial imagery from different dates side by side or overlaid to catch new construction early.
Live
Real-time location and inspection status of field teams; central coordination on operation days.
Alerts
Deadline alerts, task assignments and case activity reach the right person in-app and by push notification.
Netcad
View your existing Netcad projects in the browser with no extra software; read the zoning plan and the field on one screen.
Map & Spatial Intelligence
The fight against illegal construction is won on the map. The platform's map layer puts the desk file and the parcel in the field in the same language.
Parcel Query
Block/parcel queries run directly on Land Registry and Cadastre data; parcel geometry and owner details match automatically when a case is opened.
Layers
Satellite, cadastre, zoning-plan and inspection layers are read overlaid with adjustable opacity.
Measure
Length and area measurement on the map; the square metres that go into the report are documented beyond dispute in the field.
Time
Switch between imagery from different dates to show, with evidence, in which period the building went up.
Article 42 Engine
The administrative fine is the action most open to appeal. The system reports every line of the calculation together with its basis in legislation.
Security & Infrastructure
Admin, unit chief, field team and viewer roles; everyone sees only the data they are entitled to.
Sign-in with SMS one-time codes; attempt limits and automatic lockout protection.
Who did what, when, on which case — every action is traceable in a tamper-proof activity log.
The backup module exports institutional data on a schedule; data-loss risk is managed.
Modern PWA architecture; field teams keep working in dead zones and sync when connectivity returns.
A quality module scans for incomplete or inconsistent case records; the archive is always audit-ready.
Demo & Contact
